DAI Nigeria has been working in partnership with the Bill and Melinda Gates Foundation over the past year to establish and incubate Technical Advice Connect LTD/GTE (TAConnect), while managing early TA deployments through TAConnect. DAI Nigeria has so far, successfully registered TAConnect as a legal entity with the CAC and is beginning the process of transitioning TAConnect to a fully independent indigenous organisation over the next six months.

TAConnect is an innovative Technical Assistance (TA) delivery platform, conceptualized by the Bill and Melinda Gates Foundation to respond to State TA priorities to promote sustainable improvements in State Primary Healthcare (PHC) systems' performance and increase the uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services. TAConnect employs an innovative approach aimed delivering TA services to state governments, while strengthening the capacity of state institutions for enhanced PHC service delivery and holding accountability for financial and programmatic results to both donors and the State Government. To support the transition, DAI Nigeria is recruiting a Technical Director on behalf of TAConnect. The Technical Director will initially work with TAConnect under a contract with DAI Nigeria for the duration of the transition period, after which his/her employment contract would be transferred to TAConnect in the capacity of a full-time employee.


Job summary

The Technical Director, in close collaboration with the Executive Director, will provide overall Technical Assistance (TA) leadership and is responsible for overseeing TAConnect's portfolio of TA deployments . This is a senior leadership position and the successful candidate will serve on the senior management team. The Technical Director will provide guidance and work closely with TA partners and stakeholders to ensure that TA providers employ the most strategic and cost-effective approaches to deploying technical assistance to States, ensuring that all deployments are executed in line with TAConnect's guiding principles, focus on capacity building rather than capacity filling, are of high quality and are delivered on time. The position will serve as a significant liaison with the Bill and Melinda Gates Foundation and other donors, key state stakeholders, TA partners, and any other key stakeholders on technical issues related to the delivery of TA to states. The Technical Director will support the planning and execution of TA deployments, ensuring that the TAConnect team uses evidence to guide decision making regarding support to states to articulate TA requests, and to guide TA planning and deployment modalities. The Technical Director will work under the supervision of the Executive Director to support coordination across all TAConnect TA deployments as indicated by the Executive Director and will supervise a team of technical specialists.

Key Responsibilities

  • Provide technical leadership for all TA deployments to TAConnect supported States, liaising with relevant State MDAs to ensure TA partners are delivering high quality technical assistance, using evidenceâ€based approaches and effective implementation to support State institutions and build the State's capacity for improved service delivery at the facility and community levels.
  • Foster collaboration and coordination with key stakeholders, including relevant national, state, and local government authorities, NGO partners and civil society organizations involved in PHC strengthening and primary health care service delivery including RMNCH+N.
  • Work closely with State health leadership to oversee and coordinate the delivery of TA deployments by TA providers ensuring their quality and coherence, drive innovation and adaptation picking up on learning and the latest evidence and ensure the dissemination of learnings to TA partners and other stakeholders.
  • Liaise with relevant SMOH and State Primary Health Care Development Agency (SPHCDA) focal persons and participate in selected national forum and technical working groups.
  • Liaise with relevant State MDAs and work together with State and LGA stakeholders to assess progress, challenges, and to identify solutions.
  • Contribute to refinement of TAConnect and donor portfolio priorities and take an adaptive management approach in implementation, consulting regularly with States' leadership and donors to identify and articulate TA needs.
  • Contribute to TAConnect's strategic planning processes, provide mentorship and oversight on work plan development, management, and implementation.
  • Provide technical input on TA deployments and ensure learning and impact.
  • Ensure TA deployments are strategic and cost-effective by ensuring ongoing collaboration, joint analysis, learning and use of data for decision-making and continuous quality improvement.
  • Ensure compliance with programmatic targets and deliverables and together with the State Health Commissioners, co-lead regular reviews of program progress against objectives.
  • Assist with coordinating technical and program input from short term technical assistance providers and/or consultants as needed.
  • Assist the Executive Director with development of and finalization of all reports.
  • Support strategic growth and pursuit of key business development opportunities in health.
  • Engage in a range of business development initiatives and serve as technical lead for proposals and/or facilitate strategic/technical workshops with staff, local partners, government representatives and other stakeholders.
  • Ensure appropriate training and capacity building of all technical staff at field level; mentor and supervise technical staff.
  • Contribute to the development of publications and the public goods to share and disseminate learnings and best practices.
  • Regularly engage in meetings with other NGOs to ensure a culture of learning across agencies as well as to strengthen networking efforts.
  • Other duties as assigned by the Executive Director.
  • Other tasks to help deliver the goals set in the overall strategy and annual plan.
  • Support in fundraising and development of financial proposals.
  • Support financial project management (administration, monitoring and evaluation).


  • Reports Directly To: Executive Director, TAConnect
  • Works Directly With: Program Team, DAI Finance Department, (with authority for technical financial matters); Operations Department, Program Managers, HQ Compliance, and others
  • Liaises with: States' Health leadership and TA Providers


  • Clinical background in medicine or nursing and a master's degree or higher in public health or a related field.
  • At least 10 years of experience in public health, with at least seven in a senior management position.
  • Expertise and proven technical experience in designing and implementing integrated program management in multiple technical areas, including Primary Health Care, Health System Strengthening, RMNCAH+N, Family planning, Malaria and Routine Immunization.
  • Knowledge and proven experience in strategy development, staff oversight, program administration, contractual compliance, and financial management of large health programs.
  • Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with a range of key stakeholders, including national and local officials, public, private and civil society partners, and communities.
  • Experience working with Nigeria's public health system.
  • Excellent understanding of the Nigerian Health Sector and of State and political economic dynamics in the Northern states specifically, and more broadly across Nigeria.
  • Experience working with donor funded projects, with a good understanding of donor regulations and compliance requirements.
  • Proven expertise in building and maintaining effective partnerships with donors, government and non-government stakeholders.
  • Excellent interpersonal skills and ability to work with multidisciplinary teams.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Strong facilitation skills (formal and informal). training, mentoring and coaching skills.
  • Excellent communication and writing skills.
  • Proficiency in the use of MS Word, Excel, PowerPoint, Outlook.
  • Willingness to travel extensively in Nigeria.
